Even if you have not planned on following the World Cup, you might be directly affected by it.

On May 12th, 2018, Russian President signed executive Order No. 241 “On changes into the Presidential executive order No. 202 dated May 9th, 2017 “On specific measures for security during the period of FIFA Confederations Cup Russia 2017 and 2018 FIFA World Cup Russia” (“Order”). The order changes the terms and procedure of foreign citizens registration comparing to those that were effective during FIFA Confederation Cup 2017 in Russia.

The new regulations under the executive order are:

  1. All foreign citizens arriving to the following cities of Russia: Volgograd, Ekaterinburg, Kazan, Kaliningrad, Moscow, Nizhny Novgorod, Rostov-on-Don, Samara, Saint Petersburg, Saransk and Sochi from May 25th, 2018 to July 25th, 2018, must be registered at the place of their temporary stay by the inviter (by employer or owner of property where one planning on staying) within 3 calendar days upon arrival.
  2. Filing of documents for registration shall be done with either the territorial subdivisions of the Ministry of Internal Affairs or multifunctional center of state services.

Filing by mail is still unavailable for this purpose.

As a reminder, these temporary changes in the procedure of foreign citizens registration apply, inter alia, to all foreign citizens arriving to Russia for work, including highly qualified specialists. Therefore, the general rule for this category of foreign employees in Russia providing 90 days for such registration upon arrival and 30 days for registration during trips within Russia is not applicable for the period from May 25th, 2018 till July 25th, 2018.

We are urging employers who are planning arrival of foreign employees during the period of World Cup to consider these changes in their activities.

We remind you that, according to Article 18.9 of the Code on Administrative Offenses of Russia, violation of the obligation for timely registration of a foreign employee may lead to administrative fines amounting to up to 500,000 Rubles, being imposed on the employers.
